Private label in France is a retailer-owned proposition, not simply a cheaper version of a branded product. A manufacturer has to show where the product belongs in the retailer's range, how it will perform technically and commercially, and whether supply can remain dependable after launch.
The route is also fragmented. France combines retailer-owned networks, franchises and cooperatives of independent store owners. Some decisions sit with a national category team, some with a regional purchasing cooperative, and some closer to the store. Purchasing alliances can negotiate selected scopes without creating a public route for new suppliers.
What private label means in France
Private label, often called marque de distributeur or MDD in France, covers products sold under brands controlled by the retailer. Those brands can serve different jobs: opening price, everyday core quality, premium or regional provenance, organic or other need states, and new concepts.
Retailer disclosures show why a one-dimensional price pitch is weak. Carrefour reported that own brands represented 38% of Carrefour Group food sales in 2025 and described a portfolio that includes Carrefour Bio, Reflets de France and its first-price Simpl range in its 2025 Universal Registration Document. Groupement Mousquetaires reported a 35.2% own-brand share of sales for Intermarché and Netto in France in its 2025 results. These are company-specific measures, not a single French market-share estimate.
Large general food stores accounted for 58.6% of French food-retail sales, excluding tobacco, in INSEE's provisional 2025 data. The channel is large, but the opportunity is not uniform across hypermarkets, supermarkets, discount and convenience formats.
Position the proposal by category job
Start by stating the job the product would perform in a specific banner and format. The table below is a proposal framework, not a universal taxonomy used by every French retailer.

A good proposal makes the trade-off visible. A lower unit price may require a different recipe, pack, run length or service level. A provenance-led product may need more traceability and a narrower origin claim. Present the options rather than hiding the assumptions inside one headline quote.
Map who buys before you pitch
The shopper-facing banner is only the starting point. The France supermarket groups and buying-routes guide maps the leading groups, formats and current ownership changes. For a private-label project, resolve four more questions before approaching anyone:
- Which legal entity would contract for the product?
- Which banner and store format would carry it?
- Is the decision national, regional, local or shared between levels?
- Does the category have group-owned production or an established specialist supply base?
E.Leclerc illustrates the layered model. Its published movement structure describes independent store owners, the national GALEC referencing and marketing organization, 16 regional purchasing cooperatives, and SCAMARK for private-label development. The right starting level depends on the range and intended geography.
Groupement Mousquetaires is another special case. Alongside independently owned Intermarché and Netto stores, its 2025 results describe Agromousquetaires as an industrial food producer. That does not close the door to outside manufacturers. It does mean an external supplier should establish the category's make-or-buy situation before treating the whole group as one generic prospect.
France also has purchasing alliances. The Autorité de la concurrence's assessment of AURA and CONCORDIS sets out different scopes for the two alliances. Their existence does not show that a supplier can enter through one shared application, and it does not remove the need to identify the contracting retailer and category team.
Build a buyer-ready evidence pack
A short first presentation should make the proposal easy to reject, refine or advance. Keep the evidence linked to the product and category rather than opening with a long corporate history.
- Range role: the banner, format, consumer, use occasion and gap the product is meant to address.
- Product proof: specification, ingredients, allergens, nutrition, sensory benchmark, shelf life and preparation or usage evidence.
- Site and process: relevant audit or certification status, traceability, change control, complaint handling and recall readiness.
- Pack and claims: proposed sizes, materials, pallet and case configuration, artwork responsibilities and evidence behind claims.
- Supply plan: minimum run, lead time, monthly usable capacity, seasonality, resilience measures and delivery shelf life.
- Commercial model: price basis, indexed inputs, assumptions, payment terms, promotional support and costs that sit outside the unit price.
Distinguish installed capacity from capacity that is genuinely available to this project. Show the constraint that matters, whether it is a line, labour, chilled storage, changeover time or ingredient supply. A buyer cannot plan with a theoretical maximum that other customers already use.
Resolve commercial questions before quoting
Forecasts, packaging and input costs can leave a manufacturer carrying more risk than the first margin calculation shows. Before finalising a quote, ask:
- Is the volume a forecast, a range or a committed order, and what notice applies to changes?
- Which raw-material, energy, packaging and logistics assumptions sit behind the price?
- Who owns artwork, cylinders, tooling, packaging stock and product-specific intellectual property?
- What service levels, delivery measures, deductions and dispute steps apply?
- What happens to ingredients, packaging and finished stock at delisting or termination?
- When will the range and price be reviewed, and which evidence can trigger a revision?
French government guidance on commercial agreements has a specific section for food products designed or made to a distributor's requirements and sold under its brand. For that scope, it identifies forecast volume and reasonable notice, price-revision inputs, termination notice and treatment of packaging and finished goods, cost allocation, periodic information exchange intended to limit shortages, and logistics penalties among the matters addressed in the written agreement. Use counsel on the actual product and agreement rather than treating a web summary as contract language.
Choose the right commercial route
Private label is useful when the retailer's range role, the manufacturer's capabilities and the commercial model align. It is not automatically the quickest route. A finished branded product can be easier to test when the proposition is already proven and the manufacturer wants to retain brand control. A distributor may fit when local selling, delivery, credit or account coverage is the main gap.

A practical France readiness sequence
- Select one category, banner, format and initial geography.
- Define the role the product would play in that range.
- Map the group, contracting entity and buying level.
- Build the technical, packaging, supply and commercial evidence pack.
- Stress-test volume, price, stock and exit assumptions before quoting.
- Use a verified prospective-supplier route for that category.
Treat login-only vendor portals as administration routes unless the retailer explicitly presents them as prospective-supplier onboarding. A public marketplace seller form may also concern online branded sales rather than a physical-store private-label listing.
Frequently asked questions
Is private label the same as low price in France?
No. French retailer portfolios include opening-price, core, premium, provenance-led, organic and other specialist propositions. The buyer still needs a clear range role and viable economics.
Does a French buying alliance create one supplier route?
Not by itself. Alliances have defined scopes and can cover selected negotiations or services. Verify the product scope, contracting retailer and category process separately.
Should an overseas manufacturer approach national or regional buying?
It depends on the retailer, category, intended territory and format. A national proposition usually needs a national-level route, while some cooperative systems also describe regional routes. Confirm the decision level before sending samples or a price.
What should a supplier prepare first?
Prepare a one-page category case, a product and site evidence pack, a realistic capacity and logistics plan, and a quote whose assumptions are explicit. That is enough to expose the important gaps before a full presentation.
